Marking the International Day for the Elimination of Sexual Violence in Conflict, activists gathered in Belgrade to urge the Serbian authorities to grant legal recognition to survivors of wartime rape.
A symbolic protest was staged by the Serbian feminist organisations Women in Black and the Autonomous Women’s Centre in central Belgrade on Wednesday to mark the International Day for the Elimination of Sexual Violence in Conflict.
Women displayed banners with slogans declaring: “Rape is an act of genocide”, “We remember women raped in the war!” and “Rape is a form of hatred towards women”.
Serbia is the only country in the former Yugoslavia that doesn’t recognise survivors of wartime sexual violence as civilian war victims. The two NGOs are seeking a change to the Law on the Rights of Veterans, Disabled Veterans and their Family Members to address this omission. 
Sanja Pavlovic, an activist from the Autonomous Women’s Centre, told BIRN that they want to highlight the sexual violence that happens all over the world during wars and conflicts, but above all want to emphasise that even though 30 years have passed since the 1990s wars, victims of sexual violence are not officially recognised as civilian victims by the Serbian authorities.
They want the law amended to recognise victims of sexual violence, regardless of nationality, allowing them to receive welfare benefits and support from the state,
Women in states that recognise them as civilian victims receive some kind of monthly pension, Pavlovic noted.
“They use that money, above all, for medicine, to take care of their physical and mental health precisely because of the consequences left by this crime,” she said.
She argued that “it is also, on a symbolic level, important for the state of Serbia to recognise the war crime of rape as such”.
At this point, she said, the Serbian authorities don’t even know how many victims there are in the country. “This country often talks about Serbian victims, but we see that in the case of women, it’s not even about that,” she added.
The International Criminal Tribunal for the Former Yugoslavia, ICTY, in The Hague classified sexual violence as a war crime and a crime against humanity. Its first verdict convicting a defendant of wartime sexual violence came in 2001, in the trial of Bosnian Serb Army commander Dragoljub Kunarac and his subordinates Radomir Kovac and Zoran Vukovic.
In Bosnia and Herzegovina, women who survived wartime rape were recognised for the first time in the world as civilian victims of war in the country’s Federation entity in 2006. Bosnia and Herzegovina and Kosovo have also established legal reparation mechanisms for survivors
Last year, in a world first, Bosnia’s Federation entity recognised children born as a result of wartime rape as civilian victims of war too. 
Croatia and Kosovo also recognise survivors of sexual violence in war as civilian victims of war who are entitled to various types of compensation and welfare services. More than 1,500 people have been granted this status in Kosovo, and more than 200 in Croatia, said the Autonomous Women’s Centre in a statement.

The UN’s top court has ordered Israel to halt its assault on the southern Gaza city of Rafah in a ruling that will ratchet up the pressure on the increasingly isolated country. The president of the international court of justice, Nawaf Salam, said the humanitarian situation in Rafah had deteriorated further and was now classified as “disastrous”, meaning the ICJ’s previously issued provisional measures were insufficient. He said the court had voted by a majority of 13 votes to two that “Israel shall, in conformity with its obligations under the convention on the prevention and punishment of the crime of genocide, and in view of the worsening conditions of life faced by civilians in Rafah governorate … immediately halt its military offensive and any other action in the Rafah governorate which may inflict on the Palestinian group in Gaza conditions of life that would bring about its physical destruction in whole or in part”.
The order by the ICJ is not enforceable, and Israeli ministers indicated that they would not comply with it. Israeli forces stepped up military strikes on Gaza, bombing targets in Rafah, even as the ICJ delivered its decision, residents and medics said. Friday’s ruling by the ICJ is the court’s third – and by far the most significant – intervention in the conflict and comes four days after the chief prosecutor of the international criminal court, a separate court also based in The Hague, said he was seeking arrest warrants for senior Hamas and Israeli officials for war crimes and crimes against humanity, including the Israeli prime minister, Benjamin Netanyahu, and his defence minister, Yoav Gallant. The ruling will increase pressure on the UK and the US, which criticised the ICC warrants request, to bring their influence to bear on Israel.
However, after speaking on the phone with the US secretary of state, Antony Blinken, Israel’s war cabinet minister, Benny Gantz, a political rival of Netanyahu, said Israel was “obligated to continue fighting to return its hostages and ensure the safety of its citizens, at any time and place – including in Rafah. We will continue to act according to international law in Rafah and wherever we operate, and make an effort to avoid harming the civilian population. Not because of The Hague tribunal, but first of all because of who we are.” In a statement, Netanyahu’s office rejected South Africa’s accusation of genocide as “false, outrageous and disgusting”, adding: “Israel has not and will not carry out a military campaign in the Rafah area that creates living conditions that could lead to the destruction of the Palestinian civilian population, in whole or in part.” Israel’s far-right national security minister. Itamar Ben-Gvir, accused the court of being “antisemitic” and, quoting Israel’s first PM, David Ben-Gurion, said on X: “Our future is not dependent on what the gentiles will say but rather what the Jews will do!”
The International Court of Justice has ruled that Israel must stop its invasion of Rafah. Israel Apartheid State’s leaders, however, have said that they won’t comply with the ICJ’s orders to halt the attacks on the Gazan city of Rafah.

AMSTERDAM, June 16 (Reuters) - The Dutch intelligence service said on Thursday it had uncovered a Russian military agent attempting to use a false identity to infiltrate the International Criminal Court (ICC) which is investigating accusations of war crimes in Ukraine.
Sergey Vladimirovich Cherkasov created an elaborate cover story dating back years to try and enter the Netherlands as a Brazilian national for an internship at the Hague-based ICC in April, the agency's head told Reuters.
"This was a long-term, multi-year GRU operation that cost a lot of time, energy and money," said Dutch intelligence agency chief Erik Akerboom, using the acronym for Russia's military intelligence service.
There was no immediate reaction from Moscow, though President Vladimir Putin's government has in the past frequently denied spying accusations as a Western smear campaign against Moscow.
The Dutch General Intelligence and Security Service (AIVD) said in a statement that the man, who went by the alias Viktor Muller Ferreira, was picked up at a Dutch airport. He was declared an undesirable alien and put on the next flight back to Brazil, where he faces court proceedings, it added.
"It clearly shows us what the Russians are up to - trying to gain illegal access to information within the ICC. We classify this as a high-level threat," Akerboom added, saying the ICC had accepted him for an internship.
ICC spokesperson Sonia Robla said the court was grateful to Dutch authorities for the operation and the exposing of security risks. "The ICC takes these threats very seriously and will continue to work and cooperate with The Netherlands," she said.
There was no immediate comment on the case from Brazilian authorities.
'WELL-CONSTRUCTED COVER'
The Dutch agency said it had taken the unusual step of releasing detailed information on the case to expose the workings of Russian intelligence and threat to other international institutions.
It distributed a four-page document outlining what it said was Cherkasov's invented cover story. That included a supposed troubled family history and details from a club where he liked to listen to electronic trance music and his favourite restaurant in Brasilia where he would eat cheap brown bean stew.
"Cherkasov used a well-constructed cover identity by which he concealed all his ties with Russia in general, and the GRU in particular," the statement said.
The ICC, a permanent global war crimes tribunal with 123 member states, opened an investigation in Ukraine just days after Putin sent his troops in on Feb. 24. It is examining allegations of war crimes, crimes against humanity and genocide.
The Dutch have expelled more than 20 Russians accused of spying in recent years.
They include four people accused in 2018 of hacking the Organization for the Prohibition of Chemical Weapons (OPCW), two accused of spying in the corporate, high-tech sector in 2020, and 17 suspected operatives accredited as diplomats who were thrown out after this year's invasion of Ukraine.
Russia has denied all the charges and responded to the latest expulsions by also kicking out 15 Dutch embassy and consulate staff from Moscow and St. Petersburg.

The Enquirer Once Outraged Cincinnati With ‘Nasty, Obscene’ Advertisements
In 1885, Archbishop William Henry Elder erupted in righteous wrath, according to the Cincinnati Post [6 October]:
“We have right here in this city a daily newspaper unfit to be read by any human being, much less a Christian. Every day it is filled with reading matter that is filthy, nasty, obscene and abominable. The amount of injury that paper is doing right in our midst is incalculable. I beg you, fathers and mothers, who have the welfare of your children at heart, do not let their young minds be polluted by allowing them to read that vile sheet.”
The publication in question? None other than the Cincinnati Enquirer. The offending material? A “personals” column in the classified advertising section.
In 1885, there may have been fewer than a dozen telephones in town, almost all connected to business. Although the Post Office delivered mail three or four times a day, fathers of young ladies monitored the mailbox. How could young people set up a date? Welcome to the 1880s version of Tinder, Bumble or Hinge – the personal ad. Here are some typical examples [12 September  1885]:
“Meet me at same place as usual tomorrow night. M.”
“Fred of Covington. Would like to see you Saturday night at half-past  eight o’clock at Fifth and Walnut sts. Kitty”
“Friendship: Let me know when and where I can see you. C.N.”
“Jack, if you are in the city now, come down tomorrow night. Alice”
“Lady acquaintance wanted. Address FUN, Enquirer Office.”
“Wanted, acquaintance of lady dressed in yellow who noticed gent on Vine above Sixth and then at Walnut and Sixth. Address ADMIRER, Enquirer Office.”
Rather than sending a postcard to a prospective love interest’s home, personals readers dropped their replies at the Enquirer, where each personal ad had an associated letterbox. This was a time when a young man, for instance, needed to ask permission of a young lady’s parents before speaking to her. Dropping by the house unannounced or leaving a calling card without permission was scandalous behavior. At the very least, such an offense would get the young swain banned from the premises. It might lead to a well-deserved thrashing.
Naturally, the other newspapers in town proclaimed their own piety and condemned the Enquirer’s pandering. At the time, there were seven daily newspapers in Cincinnati, and that’s only those written in English. Another five were in German. The Commercial Tribune tried to organize a boycott of the Enquirer at the height of the personals scandal. The Cincinnati Post ran editorial after editorial bewailing the sorrowful morals of the day, such as [11 August 1885]:
“The Personal column of the Enquirer, which is designedly maintained as a mere assignation column, is a crime against society. It is not only a daily proclamation that Cincinnati swarms with women of loose morals, and with men of lascivious desires, but it furnished the medium through which inexperienced girls are in the first instance enticed from their homes, and taught to underrate parental advice and set parental authority at defiance.”
That term, “assignation,” was employed deliberately. A “house of assignation” was what we might call today a “No-Tell Motel,” a house where rooms were rented by the hour. Houses of assignation were occupied by common streetwalkers and by married people having affairs. The Post was essentially calling women who read the personals column prostitutes.
In a city with its own designated “red-light” district in the West End, it was hardly necessary for prostitutes to advertise through the personals, although there were reports of women looking for a “sugar daddy” using those columns. Far more frequently, the personal advertisements allowed young couples to rendezvous away from Mom and Dad. (There is some evidence that the ads were also employed by Dad or Mom to connect with an illicit love interest on the side.)
In addition, the personals provided a way for the madams who ran the brothels to recruit new talent. The Oberlin (Ohio) Weekly News [18 January 1877] reported on a young girl who answered an advertisement for a companion, allegedly by an affluent and proper lady. On arriving in Cincinnati, the young innocent was spirited away to a brothel in which she was confined for some months before escaping.
The Enquirer’s shameful behavior inspired denunciation far beyond Cincinnati. James Parton, among the best-selling authors of the day and a resident of Massachusetts, in an essay on “Newspapers Gone To Seed” for a nationally distributed magazine, The Forum [March 1886] described:
“ . . . that amazing assignation column in a journal of Cincinnati, which is a blot upon the whole Mississippi valley.”
Ironically, the Enquirer itself had railed against personal classified advertisements as early as 1866 and again in 1871. At that time, the paper was struggling and owned by Washington McLean, father of John Roll McLean, who assumed ownership in 1881. Apparently the younger McLean lacked the scruples of his father.
After a couple of years of editorial huffing and puffing, the other Cincinnati dailies either found other issues to flog or began publishing their own personals columns, especially the long-lost Cincinnati Telegram, described by one minister as a “noxious and unscrupulous sheet.”
Whether Jack and Alice ever connected is hidden in the mists of history.
